Lawrence, Mass., Engineering Dept., was originally designated as the Commissioner of Streets. The Commissioner of Streets was responsible for streets, sewerage, and sidewalks. The department was reorganized as the Engineering Dept. in 1912 and became the responsibility of the Dept. of Public Works. Arthur D. Marble became the first city engineer in 1879. There are three rivers in Lawrence: the Merrimack, the Shawsheen, and the Spicket that flows out of New Hampshire to empty into the Merrimack on the north side of the river near Lawrence General Hospital. From early years the Spicket was widely used for the effluvia from privies and businesses thus becoming heavily polluted and unhealthy.
