When Lawrence became a city in 1853 it adopted a two-branch government consisting of a mayor and board of aldermen and a common council. Subordinate officers and boards were appointed by the mayor or elected by the council. There were 18 members in the Common Council, three from each ward. This form of government continued until Jan. 1, 1912 when the city charter was changed to make a commission form of government. The Common Council was sometimes referred to as the City Council and later the name was changed to City Council.
