Biographical or historical data
The U.S. General Court approved Act and Resolves Sec 2, Chap 282, May 17, 1878. The law appointed the Surgeon General, Mass. Volunteer Militia as the point of contact for information concerning local aid to indigent/disabled Civil War veterans. In 1884 the surgeon general's duties were transferred to the Adjutant General. He appointed a commissioner of claims. It appears that the state paid the claims until Congress authorized Federal pensions. Around 1888 the City of Lawrence set up a Department called Military and State Aid to provide small supplements to the income of some veterans and other disabled people. It was run by a committee from the Board of Aldermen which included the mayor and two aldermen.
